- Best done with a carefully designed, high level, objective, research-based program of business-to-business liaison and consultation.

I haven't often commented on the safer communities network or the
foundation as at times the management of emergencies seems to adopt a 'chain of command' approach rather than one of community consultation. However based on the work that I and the sector are doing at the moment I would like to continue the discussion on the Foundation that Rebecca has commenced.
The dilemma of having a national Foundation is the assumption for communities that there are national standards or expectations. The Foundation needs to provide encouragement for local area/district/community innovation - not just in programs but with policy development,.
There has been some debate recently that there needs to be a national approach to community education about emergencies etc. but this is difficult to support given the diversity of hazards, risk, the context of public and social policy, resources and community needs. The national approach needs to do more to support program and activity processes rather than content.
I agree with the challenge for the Foundation to identify and support the relationships expected from a whole of government and whole of community ( municipality or regional) approach - the dilemmas which practitioners face are the establishment and maintenance of inter-agency relationships and collaboration - addressing the political issues associated with safer communities. The same applies with the government's pursuit of 'consultation'- the Foundation needs to provide a sophisticated understanding of these issues.
If we accept that the values and experiences of each community area will influence the way in which 'guidelines' are implemented there needs to be processes built into the Foundation which encourages broad stakeholder ownership or at the very least participation in the principles and activities of the Foundation. Some of the principles surrounding 'communities of practice' - community learning - maybe useful to consider when planning the operational model of the Foundation.

- This site was commenced originally to outline the work undertaken to develop a model for expanding the Safe Communities program in one state (NSW) beyond an ad-hoc and government pilot program to a sustainable movement.
- This work proposed formation of a Safe Communities Foundation, along the lines of the successful corresponding Foundation in Canada. Similar conclusions have been reached in parallel by Safe Communities workers in other jurisdictions.
- It is recognised that further work to steer the formation of a Foundation should proceed on a wider inclusive basis, taking account of the expertise and experience that has been accumulated nationally.
